The bill says that states of up to 15 million people would receive a casino, with license to operate for 30 years; states between 15 and 25 million people would receive two establishments, and states with more than 25 million would host three casinos.
Here are some of the top candidates:
Bahia
This will be one of the states where the race will be tighter because it would have only two venues and already four candidates for them. Salvador and Costa do Sauípe, being the capital and a large tourist resort, seem obvious candidates; but the Chapada Diamantina and Porto Seguro also want to have their gaming venue.
Santa Catarina
Another state where the race can also be tight. Costão do Santinho Resort is also one of those obvious candidates, but it is said that Balneário Camboriú would also like to take advantage of the opportunity to catch Brazilian and Argentine visitors to play. The problem is that the state is far from the 15 million needed to have more than one casino.
Sao Paulo
For obvious reasons, this is one of the most desirable markets. Las Vegas investors are eyeing it and it has been said that they would like to reserve Anhembi. The Hotel Jequitimar, by Silvio Santos, is an old bet; the presenter and entrepreneur would have been waiting for this opportunity for 20 years, since the construction began.
Rio de Janeiro
Mayor Marcelo Crivella already hosted a meeting in 2017 with businessman Sheldon Adelson, president of Las Vegas Sands, one of the largest American casino companies. To the media, Crivella did not mention the word "gaming", but rather "investment", "tourism" and "real estate", and presented Adelson as a possible partner of the city of Rio de Janeiro, for example, to improve Porto Maravilha. Another hypothesis was the Hotel Nacional, in São Conrado. Petrópolis and Angra dos Reis would also love to have their local casino.
Minas Gerais
The Administrative City itself, in Belo Horizonte, could turn into a resort with a casino - in what would be a curious reversal of history, since it was Oscar Niemeyer who designed the original BH casino and, thus, he would once again be the architect of the casino project of the capital of Minas Gerais.
