The Ministry of Public Security has replied information that Provisional Measure (MP) 841, which allocates funds from the federal lotteries to the National Public Security Fund (FNSP), will reduce funding from the Student Financing Fund (Fies), a program of the Ministry of Education.
According to a clarification note released by the Ministry of Public Security, the legislation was changed last December and, as of this year, the Fies no longer depends on federal lottery resources. "In this way, MP 841 has no impact on the budget of Education and, neither, on Fies itself," the note says.
Prescribed prizes
The ministry said that the full resources of the prescribed prizes - those not redeemed in 90 days - continue to be allocated to the Fies, to reduce the balance of loans previously granted but not paid.
"Today news came out that, in redirecting the lottery resources, we would be withdrawing funds from Fies. That is not true. Since December 7, Law 13,530 has already provided the Fies with resources from the Treasury and no longer depended on the financing of the lotteries of the Caixa, "said Public Security Minister Raul Jungmann in Porto Alegre, where he handed over vehicles to the Military Police and the Fire Department of Rio Grande do Sul. Report from the Folha de S.Paulo newspaper says that the federal government will take out R$ 1 billion (US$ 265 million) from Fies to finance public safety.
According to information published in the portal of the Ministry of Education, in 2017 the Fies offered 310 thousand vacancies, 155 thousand of which refer to the last six months of this year. Candidates for the vacancies of the second half of 2018 will be able to make their registrations, exclusively through the internet, from July.
Lotex
The Ministry of Public Security also says that the provisional measure does not impact the Instant Exclusive Lottery (Lotex). "There was only a substitution of legal beneficiaries, this modality being financed on a permanent basis the National Public Security Fund, counting the government with its good performance so that greater resources are assured to Public Security."
According to the note, the government will work to ensure the gross reward and operator compensation, as provided by the legislation, "in order to ensure the success of this lottery mode, being certain that the higher the number of bettors, the greater the resources for the Public Security and for the entities of the federation."
