Businessmen must comply with its part

Time and inclement weather would be enough to learn. But it seems that the painful experiences did not have the capacity to bring us maturity. However, business sectors interested in the large Brazilian market did not realize that the issue suffers from an image deficit that needs to be worked on.

I follow the fight for a regulatory framework of gaming in Brazil since a long time ago. At that time we had different situations: regulated bingos, state lotteries in operation, followed by difficult times, repeal of bingo regulations, unconstitutionality lawsuits against state lotteries, judicial injunctions, repeal of injunctions, and the period that followed up to the present total closure of so-called entertainment gaming.

Time and inclement weather would be enough to learn. But it seems that the painful experiences did not have the capacity to bring us maturity. The actions of a few resistants at ABLE, ABRABINCS, IJL, kept the flame burning.

However, business sectors interested in the large Brazilian market did not realize that the issue suffers from a deficit of image that needs to be worked. Whenever it is about to have a legislative decision in respect, wave of reactions raises, based on old arguments that are not valid, and they were not properly attacked in terms of opinion makers and public opinion itself.

All the controversial processes that we witnessed in this time - regulation of transgenics, disarmament campaign - had a professional work to deal with communication aimed at transforming the negative image created around these sectors.

Both sectors achieved good results: transgenics were regulated and disarmament did not include the closure of arms factories. Entrepreneurs interested in exploring gaming in Brazil do not see this need or see it as the responsibility of others.

When regulatory proposals begin to show signs of viability; the tiger reappears. And tiger is always tiger: it does havoc.

I hope, I am a ruthless optimist, that these manifestations of the National Journal, Association of Magistrates, Public Prosecutor, raise the awareness of our businessmen to the fact that in this process each party has its task: businessmen, associations show the advantages of regulation for the country; politicians put the issue on the agenda in legislative houses. Polemics have to be addressed by the stakeholders.

Experience shows that if the subject turns out to be too complicated, politicians put them on the shelf, and leave it for later.
