The process is conducted by the Special Projects Secretariat and the authorization will be published in the Official Gazette (DODF). According to the secretary Roberto Andrade, head of the portfolio, the initiative allows a group of civil servants to begin to address the proposal after the Federal Supreme Court (STF) decided, in September last year, that the competence of the Union to legislating exclusively on consortium systems and draws and lotteries does not prohibit federated entities the right to explore such activities.
Although still embryonic, the proposal will begin to take shape in the coming months, depending on the progress of the process. “It is at the PPP Management Council where analyzes are started to arrive at the best type of instrument for the proposal. From the decision of the STF, we verified the need to have this activity in order to generate revenues, resources, which can be used in social benefits. There is a great concern to generate a better scenario for the population during this very difficult phase of the pandemic,” he explained.
In places where the sport already takes place, the result is encouraging. In Rio de Janeiro, for example, the collection of the State Lottery per year implies estimated revenues of more than R$ 20 million per year.
“It is clear that we will have the responsibility to assess whether a PPP will be implemented, attracting partners, or whether it is best to send a bill to the Legislative Chamber to analyze this year. If this option is used, the GDF will be primarily responsible for the management of these games. In both cases, the State will have a very strong inspection to monitor this process,” stressed Andrade.
Types of games
As it is in a very early stage, it is not yet known what types of games will be included in a future district lottery. “This definition will take place only after the opening of PMI. All entities that want to collaborate can send these contributions. Depending on the procedure, they can start only with the lottery and, during the study, include other possibilities. It is clear that whoever defines it will be the responsible group,” underlined the head of the Special Projects Department of the Federal District.
According to Roberto Andrade, although the process has started, there is no formal provision for him to officially leave the paper, after comparing it with other proposals that have already been started by the local government.
“It depends a lot on the characteristic, because some take longer and others are simpler and are resolved in three or four months. In a month, we will have a nod to what the initial forecast will be to actually get the proposal off the ground. All of these projects start here at our secretariat and are finalized by the competent bodies,” he concluded.
