Dutch gaming authority launches horse betting tender

Netherlands gambling regulator Kansspelautoriteit (KSA) will officially launch an application process for the horse race betting license in the country next month, which will cover the period of July 1 2022 to June 30 2027. In the Netherlands, horse race betting is a legal monopoly that requires a specialized totalizer license. The currently active one, held by French racing operator ZEturf, expires at the end of June 2022.

The KSA announced it started an open and transparent procedure to award the license for the next five years, covering the period from July 1, 2022 to June 30, 2027, inviting interested parties to submit applications starting from November 1, 2021 till November 30, 2021.

Upon grant, the totalizer license allows the sole incumbent to offer on-course wagering across the Netherlands’ four national race tracks, Drafbaan Groningen, Drafcentrum Alkmaar, Renbaan Duindigt and Victoria Park Wolvega.

The application procedure has two phases: In the first phase, the gambling authority will assess all applications on the basis of a package of requirements in the field of legal form and location, continuity, internal supervision, reliability, integrity policy, and demonstrable experience with offline sports betting.

The second phase will only take place when there are several applications left after the first phase. In this case, equal lots will be drawn by a notary.

Each applicant will be required to pay a fee of €32,000 for the processing of the application. This must be paid in advance. If the application is rejected, there will be no refund.

Applications can be submitted from November 1 to November 30, 2021.
