"Decriminalization of gambling in Brazil will generate specific resources for social security"

The National Congress returned to discuss the agenda of regularization of gambling in Brazil and the president of the Chamber of Deputies, Arthur Lira (PP-AL), included federal deputy Eduardo Bismarck (PDT-CE) in the working group that studies the topic. For the congressman from Ceará, author of two bills on the subject, “the decriminalization of gambling in leisure resorts and casino hotels proves to be worthwhile, considering its beneficial effects for society.”

In Bill 5319/19, the exploration of games of chance is allowed only in leisure resorts and casino hotels authorized by the Federal Executive. The proposal, in this way, removes the illegality of the activity, with the permission of Brazilian adepts of this practice to be able to attend places destined for this purpose.

Next to Bill 5234/20, which allows for the classification of casino hotels as providers of tourist services. With that, there would be a modification of the General Tourism Law in order to include these undertakings in the modality of tourist service provider.

“One cannot turn a blind eye to the fact that gambling activity in Brazil is widely exercised and accepted by Brazilian society, even though it is illegal. That is, the fact that it is illegal does not prevent this practice from occurring, on the contrary, it makes its results perverse, considering that the resources that could be supplying the public coffers are reverted to the corruption of an agent public funds or to the fund of large criminal organizations,” highlighted Eduardo Bismarck.

"The decriminalization of games of chance in leisure resorts and casino hotels authorized by a regulatory body designated by the federal Executive Branch is worthy of note, considering its beneficial effects for society," added the deputy.

According to Bismarck, the proposals come at an important time when governments need to increase revenue. “At a time when social security reform is being discussed, the decriminalization of games of chance enables the creation of a specific contribution for social security, proving to be an important mechanism for promoting social protection in Brazil,” pointed out the petitioner.
