Poá invests in creation of municipal lottery to generate resources for city's coffers

To generate resources for the city's coffers, the City of Poá, in the Metropolitan Region of Greater São Paulo, is betting on luck. The city decided to draft a law creating the municipal lottery. The project was published on August 25th and is authored by the Executive Branch. However, it has not yet been defined how it will work in practice.

The idea of creating a municipal lottery came from the City Hall itself. Of the 17 councilors of the City Council, only one was against. Councilman Edinho do Kemel was one of those who approved the project. For him, the measure is a good initiative to solve old problems related to the drop in revenue in the municipality.

“I voted in favor of the project. I'm one of the councilors who, since the time of our drop in revenue per piece with the departure of Itaú from Poá, I ended up buying this fight with the old government, to try to recover the city's economy.”

As the bill explains, the lottery can be operated by the City Hall directly or through a concession, and can be used to finance actions and projects, in addition to the contribution of resources in the areas of social assistance, human rights, sports, culture , health and safety.

The expectation is to collect around R$ 1 million (US$187,000) per month. From this amount, the transfer to the city's coffers would be around R$ 250,000 (US$47,000) per month. The city arrived at these values based on population size and the average number of residents who play the federal lottery.

For the time being, there is no date for the start of the operation. However, it is expected that it will start to take effect in the first quarter of next year. In a statement, the City Hall also said that, soon, studies to create the regulation of the lottery should begin and that the service will be done through a concession.

“It's something that has to be done well, organized, correct, transparent. The transparency portal itself will have to be active and very simple to understand. The City Council will also have to inspect it,” says Edinho.
