Brazil approves creation of the Lottery of Culture to finance the sector

Brazilian Chamber of Deputies' Committee on Culture approved yesterday afternoon (5) Bill 2009/21, which creates the Lottery of Culture, a draw that intends to allocate the net income of players to the National Culture Fund. Authored by Federal Deputy Jandira Feghali, it provides that the lottery resources will initially be used exclusively to finance emergency actions for the sector, one of the most impacted by the health crisis that imposes social distance.

During yesterday's session that approved Bill 2009/21 that creates the Lottery of Culture, the President of the Culture Committee, Deputy Alice Portugal (PCdoB-BA), highlighted that Brazil has a positive experience with the model, with part of the income of the Caixa Econômica Federal lotteries transferred to the Brazilian Olympic and Paralympic Committees.

"Since a portion of the resources of the lotteries and federal prognostic contests started to finance the actions of the Brazilian Olympic Committee and the Brazilian Paralympic Committee, we have observed the production of consistent results in sports modalities that had no tradition in Brazil, such as, for example, artistic gymnastics,” highlighted the parliamentarian in her opinion.

We understand that the Lottery of Culture may also have a very positive impact on the development of public policies in the sector,” she added.

The Bill now goes to the Committees on Finance and Taxation and Constitution and Justice of the Chamber of Deputies, before going to Plenary.
