New Brazil’s Health and Tourism lotteries must be voted today

The Senate Plenary has a semi-attendance meeting this Wednesday (6), scheduled to start at 4 pm with two projects that have already had their votes postponed returning to the voting agenda. They are Bill 1.561/2020, which creates the Health Lottery and the Tourism Lottery; and Bill 486/2017, which creates rules for municipal associations. Bill 1561 was removed from the agenda of the previous session at the request of the rapporteur, Deputy Weverton (PDT-MA).

Bill 1.561/2020, by federal deputy Capitão Wagner (Pros-CE), authorizes the creation of the Health Lottery to finance actions to combat the COVID-19 pandemic. The project also provides for the creation of the Tourism Lottery, whose resources will finance the sector until December 31, 2021. The rapporteur is Senator Weverton (PDT-MA), who last week asked for the Bill to be removed from the agenda for adjustments in its writing, at the request of the Planalto Palace.

According to the text approved by the Chamber, while the emergency of public calamity due to the pandemic is in force, the Health Lottery resources should be used exclusively in actions to prevent, contain, combat and mitigate the effects of COVID-19 through from the National Health Fund (FNS), which will also keep the unredeemed prizes.

In the case of the Tourism Lottery, the net income and unredeemed prizes will remain with the General Tourism Fund (Fungetur). The Tourism Lottery will have a permanent character, contrary to what was foreseen in the original proposal.

Both the Health Lottery and the Tourism Lottery must have their operation disconnected from the Caixa Econômica Federal, so that they can be authorized and granted by the respective ministries, with the regulation being carried out by the Ministry of Economy.
