Clarity, fair gaming and legal certainty are needed for state lotteries in Brazil

Moderated by Roberto Brasil Fernandes, one of the greatest Brazilian experts on lotteries, BiS held a panel with Antônio Nunes, President Director of Maranhão Partnerships, Marcello Corrêa, Chief Legal Adviser, LOTERJ, and Valter Delfraro Jr., Government Relations and Business Development, Brazil, at GLI, on regulation of sports betting and lotteries in Brazil. Legal certainty, transparency and knowledge of market peculiarities were the key words of the panel.

Antônio Nunes, president of Maranhão Parcerias, began his presentation by explaining the reasons that led Maranhão state to create its lottery, “to meet the social demands, so necessary for society.”

He explained that the concessions will be for 20 years and all the rules were well understood by market players. “We want to attract top-tier companies to our state for the operation of lottery modalities with a view to the well-being of the population of Maranhão and in a transparent manner,” he commented.

Marcelo M. Corrêa, Loterj's Chief Legal Adviser, stated that the Brazilian iGaming Summit is proof that the gaming sector is on the right path to conquer its regulation. “We are discussing our future in this scenario. State lotteries have a great future. Once all the modalities are defined and applicable to the state lotteries, the advance of the activity will allow the states to create their lotteries to meet social needs,” he said.
 


Roberto Brasil Fernandes asked Valter Delfraro Jr., government relations executive at GLI, about how a laboratory can contribute to the regulation of the gaming sector.

Valter commented that “the best way to combat the lack of information and collaborate with the preparation of consistent regulation is to show that certification brings transparency, auditability and security to operations. We have all of this, in addition to GLI University, to contribute to regulatory bodies around the world, so that regulation is well done, with fair and responsible play, capable of curbing illegal practices.”
 


“With our experience, we can contribute with the states in the creation of their lotteries, as well as the Union for the regulation of the gaming sector,” he added.

“The first step in ending a good idea is doing it wrong. Everyone's effort must be valid so that everything is very well executed for the success of creating a lottery, and so that it meets the needs of society and fights poverty and income for the state," said Antônio Nunes in his final remarks.
 


“Each state has its peculiarities and studies for the implementation of lotteries, and they must take this into account for a good definition of the lottery modalities to be implemented. The market is open, with many PMIs in progress and some are still open to criticism, but the lottery sector is advancing in Brazil with the end of the Union's monopoly on the operation,” highlighted Marcello Corrêa.
 


Valter Delfraro Jr. left the message that any gaming activity needs clear rules to grow and that “GLI is ready to offer consistent data and guidance to the federal and state governments, regulators and operators with all the support they need to always pursue the regularity and transparency, as well as regulators identify an efficient model based on local culture and the way the sector will be organized.”
