The coordinator of the WG, deputy Bacelar (Podemos/BA), defends the legalization of all types of betting and said that the new report should be voted on by the plenary of the Chamber as early as next week. According to him, the support of President Arthur Lira is essential for the approval of the project.
"We have already met with all government agencies that take care of inspection, regularization and other federal entities. The revision of Bill 442/91 of the WG includes all gaming verticals, such as casinos (urban and integrated resorts), bingos, machines , fantasy games, sports betting, turf and jogo do bicho,” revealed Bacelar.
As already stated by GMB, the WG proposes the creation of the National System of Gaming and Betting - Sinaj, consisting of:
Federal gaming and betting regulatory and supervisory body;
Gaming and betting operators;
Turf entities;
Gaming and betting agents;
Accounting auditing companies and, by the gaming and betting operations, auditing companies registered with the federal regulatory and supervisory body; and
Gaming and betting market self-regulation entities registered with the federal regulatory and supervisory body.
The following modalities of gaming and betting are foreseen, according to art. 8 of the substitute prepared by the GT:
I – casino games;
II – bingo games;
III – joog do bicho;
IV – fixed-odds betting;
V – turf betting; and
VI – skill games.
The document defines the values for the granting of licenses, which must be preceded by auctions that will have a minimum value as follows:
- Physical integrated casino, games of skill or any online modality valued at R$ 200,000,000 (two hundred million reais / USD 36 million);
- Tourist casino the value of R$ 100,000,000 (one hundred million reais / USD 18 million);
- Bingo the value of R$ 50,000,000 (fifty million reais / USD 9 million);
- Jogo do Bicho the value of R$ 40,000,000 (forty million / USD 7.2 million); and
- Turf entity the amount of R$ 10,000,000 (ten million / USD 1.8 million)
The document also deals with player protection, by creating a "National Policy for the Protection of Players and Bettors" as well as the implementation of the National Register of Players and Bettors and criteria for the prevention of money laundering.
Under the proposal, a gaming and betting inspection fee (Tafija) is established, with values defined according to the modality to be operated by the operator, as well as the application of income tax on the GGR, as well as tax on the prize to the bettor of 20%.
The document also institutes the Cide-Games Contribution for Intervention in the Economic Domain of 25% on games sold online and 20% on sales in physical establishments.
