Still at the stage of brief communications, Deputy Cezinha de Madureira (PSD-SP), president of the Evangelical Parliamentary Front, said that Brazilians do not have the education and habit to play and “that's why I ask that this agenda does not prosper in this House, as we are against this Bill and we will obstruct all votes if this matter is analyzed.”
In view of this, the chairman of the Board, Federal Deputy Marcelo Ramos (PL-AM), 1st Vice-President of the House, informed that the first item on the agenda, the vote on the urgent request, had been removed.
Despite what happened yesterday, the topic is once again included in the agenda for today, Tuesday 14.
The text replacing Bill 442/91 was prepared by Federal Deputy Felipe Carreras (PSB-PE) within the scope of the Working Group created by Arthur Lira in September and proposes the legalization of all types of gaming verticals, such as integrated casinos in resorts, urban casinos, jogo do bicho, sports betting, bingo and horse racing.
The coordinator of the WG, deputy Bacelar (Podemos/BA), had already stated several times over the past few days that the intention was to vote on the Regulatory Framework for Gaming this year.
According to him, "we have already met with all government agencies that take care of inspection, regularization and other federal entities. The revision of Bill 442/91 of the WG includes all gaming verticals, such as casinos (urban and integrated resorts), bingos, machines, fantasy games, sports betting, turf and jogo do bicho," commented Bacelar, regretting the removal of the item from the agenda this Monday (13).
The substitute proposes the creation of Sinaj – National Gaming System, comprising a federal regulatory and supervisory body, operating entities, betting agents, turf entities and accounting and operational authorship companies.
According to Bacelar, all topics were extensively discussed before preparing the final text, in order to address the concerns of opponents regarding money laundering and the risks of association with criminal activities and in order to protect the player.
On responsible gaming, the document proposes the creation of a “National Policy for the Protection of Players and Bettors” as well as the implementation of the National Register of Players and Bettors and criteria for the prevention of money laundering.
Among these criteria, it was defined that no operation can be carried out in physical money, in order to track all the financial transactions of the operator and also the player.
Under the proposal, a gaming and betting inspection fee (Tafija) is established, with values defined according to the modality to be explored, as well as the application of the income tax on the GGR, as well as a tax on the prize to the bettor of 20% .
The document also institutes the Cide-Gaming Contribution for Intervention in the Economic Domain, 25% on games sold online and 20% on sales in physical establishments, whose amounts will be divided between the Union, States and Municipalities.
Opposition to the project linked to evangelical and armament benches was decisive for the removal of the item from the agenda, so as not to interrupt the legislative work at the end of the year. Especially the so-called "gun bench" wants to remove the text dealing with bingos, alleging inspection difficulties and problems arising from a past in which bingos operated in Brazil without today's technology for tracking resources and correctly and fairly operating mode.
