In the message that forwarded the Bill to the deputies, the State emphasizes that the proposal is in line with the decision of the Federal Supreme Court (STF), final and unappealable in February this year, which assured, unanimously by the ministers, “to all States and to the Federal District the possibility of exploring the same lottery modalities explored by the Union.”
According to the Bill, the public lottery service of Amazonas will be promoted by the State Executive, through the Amazonian Company for Development and Mobilization of Assets (Cada), an entity linked to the State Secretariat of Finance (Sefaz), whose constitution was authorized by Law No. 5,054, of 2019.
Article 2 of the Bill says that “the exploitation of the public lottery service is limited to the territory of Amazonas and is restricted to the modalities of lottery activities defined by federal legislation.”
According to Article 4, the sale can only be carried out to persons of legal age and capacity, who are located within the limits of the State territory or declare residence in Amazonas, depending on the means of acquisition of the service, physical or virtual.
