Sao Paulo state would raise US$ 355m a year with its own lottery

The State of Sao Paulo is expected to raise around R$ 2 billion (US$ 355m) per year with the operation of its own lottery system. This is according to a study presented to the Government of Sao Paulo in November by the SP Lotto consortium, a group formed by Santa Casa de Lisboa and MCE Representações, which carried out feasibility studies for the implementation of lottery games.

The project that creates the Sao Paulo State Lottery was approved in June this year by the State Legislative Assembly and sanctioned by Governor João Doria in July.

Now the state government is defining the model for launching the competition that will delegate the implementation, operation and exploitation of the games to the private sector.

To calculate the potential annual collection of the future lottery in Sao Paulo, the SP Lotto consortium made a projection of weekly bets, estimated at 1.76 million, which represents 3.78% of the total population in Sao Paulo.

The consortium projects a growth in the gambling population to 7.56% of the total population over the next 10 years. The current average weekly ticket per bet has been calculated at R$29.53 (US$ 5.23).

According to the study presented by the consortium, the population with income between 5.20 and 8.67 minimum wages represents 20.5% of the total number of recurring gamblers, followed by those earning between 2.6 and 5.2 minimum wages, who account for 19% of people who bet every week.

Also according to the study, the number of points of sale for the exploration of state lottery games in Sao Paulo was estimated at 41.8 thousand throughout the state.

The implementation of the Sao Paulo state lottery will take place after a decision by the Federal Supreme Court (STF) to put an end to Decree-Law nº. 204/67, which guaranteed the Union's monopoly in the exploitation of lottery activities.

The consortium also suggested to the Government of Sao Paulo that it allocate resources from the exploitation of lottery games in areas such as health, education, social development, sports, culture, science and technology.
