Creation of own lottery in Tocantins can generate 1,000 jobs, USD 1.75m in revenue

The Secretariat for Partnerships and Investments (SPI) is studying the execution of two projects that could generate investments by the private sector of around R$ 200 million (USD 35m) in the Brazilian state of Tocantins during H1 2022. The objective is to carry out a program with a focus on governance, good practices, sustainability and economic development. One of them is the implementation of the public lottery service, which Tocantins government considers it will generate around 1,000 jobs and annual revenue of R$ 10 million (USD 1.75m).

The project for the concession of the exploitation of the public lottery service in the State of Tocantins covers the development and exploitation of authorized lottery modalities, in digital and physical means, called traditional lottery, prediction lottery, instant lottery and fixed-quote lottery, as per the decision of the Supreme Court (STF), in 2020, which recognized the material competence of the states to exploit these services.

With the technical studies carried out, it is estimated that the project can generate 1,000 direct and indirect jobs from points of sale in 139 municipalities, with an increase in revenue for the State of R$ 10 million (USD 1.75m) per year.

For the Secretary of Partnerships and Investments, José Humberto Pereira Muniz Filho, in addition to social development with new job openings, “the economic potential of the project has the capacity to finance the creation of a Foundation or Sports Department, serving interest Governor Wanderlei Barbosa and the state's sports class, without compromising fiscal targets, which demonstrates the versatility of a partnership program and the social integration of a well-structured concession model.”
