“The Lottery Law, together with the Bolsa Atleta and the Sports Incentive Law, forms the most important tripod of investments by the Federal Government in Brazilian Olympic and Paralympic sport,” recalls Marcelo Magellan, Special Secretary for Sports at the Ministry of Citizenship.
The resources transferred by the Lottery Law to the confederations affiliated with the COB are essential for the various sports to be able to prepare their teams to defend Brazil in major international events. “We are only two and a half years away from the 2024 Paris Games and I have no doubts that this increase of almost 10% in the amount to be transferred will be fundamental for the preparation of our athletes for the next edition of the Olympic and Paralympic Games,” the secretary continues.
The Olympic Committee of Brazil detailed the amounts that will be distributed to the Brazilian Olympic confederations in 2022, after the adoption of new criteria. The distribution was presented to all confederations and approved by the Committee's Board of Directors.
For the 2022/2024 Olympic cycle, there was an improvement in the Lottery resource distribution criteria. The transfer is based on 13 points, 11 for sports and two for management, which represent 50% of the budget allocated to entities, based on meritocracy.
Of this percentage, the resources destined to the assessment of the management of confederations add up to between 15% and 17% of the total. The other half is a fixed amount, distributed equally to the confederations.
The improvement of the criteria was approved by the Board and Administration of the COB, after the creation of a study group to prepare the proposals. The main news is related to the Pan American Games. Instead of scoring the confederations for their Pan medalists, the entities will be recognized for their achievements in winning medals in the most recent edition of the event and for the amount of gold obtained in the last Pan American Games.
The COB rigorously monitors the application of resources, evaluating the quality of investments and checking the results obtained by the entities. The release of funds for new projects is always subject to the provision – and approval – of accounts for previously executed projects.
All resources received by the COB go through stages and processes that involve transparency and the availability of information to the Federal Court of Accounts (TCU) and to the Federal Comptroller General (CGU).
