The proposal determines, in its article 1, that the Executive Power is authorized to establish and explore, pursuant to article 175 of the Constitution of the Republic, the public lottery service of the State of Amazonas, with the purpose of promoting non-tax revenues for finance socially relevant activities, primarily in the financing of social security, under the terms of item III of article 195 of the Constitution of the Republic.
In a single paragraph, the bill says that the public lottery service in the State of Amazonas will be carried out by the State Executive Branch, through the Amazonian Asset Development and Mobilization Company (Cada), an entity linked to the State Secretariat of Finance (Sefaz), which may exploit it, directly or indirectly, subject to the provisions of this Law and the regulations.
To capture bets or sell tickets, it is allowed the use of physical or virtual means. The sale may only be carried out to persons of legal age and capable, who are within the limits of the State's territory, in the case of physical means, or who declare residence in the State, in the event of using virtual means.
In an excerpt from government message No. 148/2021, sent by the State government to Aleam on Monday (6), as an emergency, Governor Wilson Lima (PSC) states that “the Bill intends to establish a public service of lottery of the State of Amazonas, as well as obtaining legislative authorization to explore it in the form of article 175 of the Constitution of the Republic, with the purpose of promoting non-tax revenues to finance socially relevant activities, as a priority, as mentioned, in the financing of social security, pursuant to item III of article 195 of the Constitution of the Republic, which establishes that social security will be financed by the entire society, directly and indirectly, under the terms of the law, through resources from the budgets of the Union, the States, the Federal District and Municipalities, and social contributions on revenue from prognostic contests.”
Now, the Bill will be evaluated by the permanent committees of Aleam, and then voted on by the deputies in an ordinary session in the Ruy Araújo plenary.
