Deputies approve project and Paraná will return to state lottery after 14 years

Deputies approved this Wednesday (8), in the second ballot, the bill that provides for the creation of the Lottery of the State of Paraná (Lotepar) in Brazil. The initiative, proposed by the State Government, was proceeding urgently in the Legislative Assembly. In justification, the Executive Power argued that the creation of the lottery is a way to increase public coffers, especially in the period of economic and health crisis.

Authored by the state government, the text establishes the recreation of Lotepar to explore, administer and supervise the state lottery.

The idea of Lotepar's return (Paraná already had its own lottery between 1987 and 2007) is, according to the government, to strengthen the state's cash flow. By the arguments of the Department of Finance, which will coordinate Lotepar, the exploration of games may recover part of the damage caused by the economic crisis generated by the coronavirus pandemic, in which there was a drop in revenue and an increase in expenses. The money, according to the government, will be used to invest in public policies.

In the base text of Bill544/21, there were 48 votes in favor and one abstention. The project was supported both by lawmakers in the situation, as well as those in opposition to the government of Ratinho Jr. (PSD).

For this to work, however, the government still needs to define some criteria, including whether the drawings will be carried out by the government or outsourced companies. There is still no set date for the lottery to start operating.

The amounts collected will be destined, according to the project, to “socially relevant activities related to the promotion of social rights.

The session also included voting on amendments and sub-amendments, which present modifications to the basic text of the project. Two were approved, increasing the possibility of financing the following social activities in the proposal:

Education, culture and sport

Science and technology

Social Communication

Environment

Sanitation

Housing

Family, women, children, teenagers, young people and the elderly

Natives

With approval in the second vote, the text returns to the plenary of the Legislative Assembly for consideration of the final wording, scheduled for next Monday (13).

Operation

The approved project foresees that Lotepar will be able to directly execute the lottery games in the state or delegate it to companies. In case of outsourcing, specific rules must be followed.

"Lotepar will require service concessionaires and licensees to certify the adoption of practices dedicated to promoting responsible gaming and protecting vulnerable people, as well as the health and correctness of computer programs (software) and equipment (hardware) to be used in the operation of lottery modalities,” explains the proposal.
