BNDES promotes RFI to register consultants to participate in the process of contracting technical services for structuring Sports Betting, due to the Decree 10.467/2020, which provides on the qualification of the public service of lottery called Fixed Quota Bets instituted by Law No. 13.756/2018.
The Request for Information, the first phase of the contracting process, has as objective to map next to the companies acting in the market relevant competences for the structuring of the project in screen, being these: the structuring and the economic-financial modeling of projects of great destatization; consulting in projects of lotteries and sports betting; legal assistance in projects of concession, among others.
The companies will be able to render the service in a consortium manner, guaranteeing the availability of the necessary expertise for the projects. At this stage, the formation of consortiums will not be analyzed in order to meet the competences, being considered only the individual experience of each company.
Phase 2 will be the modeling of the privatization of the public sports betting service through the analysis and design of the legal-regulatory framework, the general structure of regulation, the review of legal analysis (modeling privatization), market analysis (investors, supply and demand), the development of the business plan, economic and financial evaluation and legal advice. This phase will only begin after the BNDES indicates which model of privatization of sports betting will follow, as a result of Phase 1 and the decision of the granting authority.
Phase 3 will be characterized by the services necessary for the transfer of sports betting from the public sector to the private sector. If necessary, the hired company must support the Bidding with operations with potential investors by providing the following services to BNDES: maintenance of agreements with B3 (Stock Exchange) in order to assist in the preparation of the instruction manual for brokers and investors participating in the privatization auction; promotion and participation in technical meetings with potential investors and presentations with associations of market investors, including roadshows, in Brazil and abroad, in order to provide information additional to that contained in the notices.
The roadshows will be at the discretion of BNDES and should be held in Rio de Janeiro, São Paulo or Brasilia and abroad and should take place in at least two cities, one of which should be in the United States and the other in Europe or Asia.
The interested companies must complete the form on the BNDES website, with a deadline for submission on 02/19/2021.
