Working group must deliver report

Local government considers recreation of own Lottery in Brazil’s state of Paraná

March 17 is the deadline for an intersectoral working group of governor Ratinho Júnior (PSD) management to present a proposal to recreate, in Paraná, the State Lottery. Composed of five people, the group must deliver a “conclusive report on the possibility of the public lottery service being implemented by the State,” accompanied by a “draft law”, indication of the game modalities, source of funds and allocation of the proceeds from the activity.

The joint resolution of the departments of Finance and Administration, with this determination, was published last week in issue 10,875 of the Official Gazette of the State.

The group must also indicate who will manage the activity, whether it will be an “autonomous entity, a mixed-capital company or a public administration body.” If all this is not ready by the date, the deadline can be extended by another 30 days, says the document signed by Renê Garcia and Marcel Micheletto.

There is not much comment on this in regional media, but a column by Oswaldo Militão, published in July 2019 in Folha de Londrina, draws attention, in which he suggests that Governor Ratinho Júnior would resuscitate Serlopar (Paraná State Lottery Service) - extinguished in 2007, under the government of Roberto Requião.

After that, in September 2020, the STF (Supreme Federal Court) authorized the exploitation of lotteries by state governments, establishing the understanding that the Union has exclusivity only in the regulation of gambling in Brazil.

Hundreds of millions

To better understand the volume of business, in 1998, under the Jaime Lerner government, Serlopar raised R$ 93 million, of which it paid R$ 43.8 million in prizes and transferred R$ 3.5 million to the extinct Iasp (Paraná Social Assistance Institute) ). Or, in amounts adjusted by the IPCA, respectively, R$ 355 million collected, R$ 167 million paid to gamblers and R$ 13.38 million for social assistance.

At the time, the flagship of Serlopar was the video lottery, which was then responsible for two thirds of the collection of the state lottery - which included telebingo, for example, banned in the following decade and today considered an illegal practice, as well as slot machines. But there was a scratch and lottery ticket too.
