In a public hearing held on January 22, Loterj brought together the main players in the market interested in operating lottery modalities in Rio de Janeiro and the Report of the meeting were published on February 2 in the State Official Gazette. At the meeting, the date of February 5 was stipulated for the presentation of contributions to Loterj's technical area and that they may be part of the bidding notice for the exploration of numerical contests and instant lotteries.
The estimated value of the contract, valid for 60 (sixty) months, is R$ 260,510,000 (US$48.5m) and the projected revenue of R$ 400 million (US$74.5m) in the first year, reaching R$ 1.055 million (US$196.m) in the fifth year. Loterj determined in the initial Public Notice that the payout (award) will be at least 40% of the sales volume of a series and without an upper limit, and the contractor must present the award plan. However, it stated in the document that the expected average prize is 55% (payout + I.R.).
Vanessa da Conceição Freixo, Director of Operations at Loterj, said at the public hearing that “there is a need for investments in the modalities as a way of ensuring revenues for the state and for the future contracted.” According to her, "the Brazilian still spends little on lotteries and, therefore, there is a lot of space to increase results per player, currently around US$18 per year, while in Italy the expenditure reaches US$565."
Marcello Mello Corrêa, Legal Director of Loterj, said that the process will be executed in a modern way and with the use of current technologies aimed at the games and sweepstakes market. “The contractor will seek to give operational freedom, while, on the other hand, public interests (collection) will be protected through objective financial goals” He reinforced that the financial goal assigned in the modeling of the event is based on Loterj's historical revenue.
