“Eight companies were interested in this PMI [Expression of Interest Procedure], but only six delivered all the necessary documentation for the development of the studies,” explained the secretary of Special Projects, Roberto Andrade.
Those chosen are Intralot do Brasil, Iris Data Driven, Marco Zero, Íconce Tecnologia, MCE Intermediações e Negócios and Loto Tech. From now on, companies have two months to develop the studies. The expectation is that by the end of this year the process will be finalized.

This is the second phase of the process that ends with the choice of the company that will operate lotteries and games in Brazil’s DF. “These are the studies that will define what is the best way to explore the lottery. For now, it is an embryonic issue, but soon we will have a detailed project,” clarified Roberto.
According to the Secretary of Special Projects, the states, as well as the Union, need resources for the various expenses that make up the public sector, especially in this pandemic era. "These values can help social assistance entities, the areas of culture, amateur sports, public security, among many others in need of resources", he evaluated.

After presenting the studies and choosing the one that best fits the reality of the Federal District, the project is still undergoing popular evaluation. During consultation and public hearing, the society may manifest itself.
Soon after this phase, the process is submitted for analysis by the Court of Auditors (TCDF). If no comments are made for changes to the terms, the bidding may follow the procedure, and the Special Projects Secretariat forwards all documentation to the public agency that will carry out the bidding process.
Through the Caixa Econômica Federal, the Union exploits lottery and games, the proceeds of which go to the sports area and also to the Student Financing Fund (Fies). According to the Federal Supreme Court (STF), in a decision of July 30, 2020, the Union has the competence to regulate and establish the lottery system, but not the exclusivity of exploitation.
“State laws that institute lotteries should only make it possible to exercise their material competence as a public service institution authorized by the member state. It is up to the Union to establish the national guidelines for its performance,” decided the STF.
