The deputy wants to prevent outdated models like the late LOTESC from occupying the scene in Santa Catarina again.
“Santa Catarina doesn't need a state lottery. I am proposing that this service be offered by the private sector,” defends Souza.
Thus, Santa Catarina may allow the exploitation of lotteries by the private initiative, since the constitution does not grant the Union exclusive rights over the operation of lotteries, according to a recent decision by the STF.
"It is less a service in the hands of the State, so that it focuses on what really matters: health, education and security," concludes the state deputy.
