Bill 3885/21, presented last week, proposes authorization for Loterj to “explore virtual bets for sporting events in the fixed-odds betting modality (the one in which the bettor will know, at the moment of the bet, when he can win in the event of a hit) by means of a multiplier - the fixed share - of the amount bet,” as stated in his justification.
The Bill gives Loterj the authorization to exploit sports betting within the scope of the state of Rio de Janeiro, which may limit the performance of the Lottery of the State of Rio Janeiro in its operation of the activity, since art. 1 of the Bill explicitly says that “The State of Rio de Janeiro is authorized, through the Lottery of the State of Rio de Janeiro (LOTERJ), to explore the Fixed-Quota Betting modality in all sporting events located within the State”. In other words, the article restricts Loterj's activities to offering only sporting events that take place in Rio de Janeiro." Under the Bill, it could not offer bets on sporting events in other states or countries, which can lead to the loss of attractiveness of the project if it does not receive amendments.
The destination of the resources generated by the exploitation of sports betting, in the deputy's project, will be identical to those already established in the other lottery modalities operated by Loterj.
Alexandre Knoploch justifies that “the present Bill finds its importance in view of the increasing number of betting sites that, despite operating in Brazil, do so illegally and having their data hosted in other countries, that is, outside the national jurisdiction.”
In the Bill, the deputy proposes that “the fixed-odds betting lottery will be marketed, officially by the State of Rio de Janeiro, in any commercial distribution channel, physical and on digital platforms, the latter being the preferred modality.”
