Decree 47,537, published in the Official Gazette of March 23, determines that Loterj is responsible for guiding and monitoring the exploitation of lottery modalities in Rio de Janeiro, including the activities of regulation, inspection, and contractual punishment of those who work in the activities of gaming in Rio de Janeiro.
By decree, Loterj will be responsible for executing directly or indirectly, by contracting services, granting or licensing, all types of games involving bets and sweepstakes provided for in federal law. The decree reinforces Loterj's powers of control, inspection, regulation, and sanctions, as well as defining the model for exploiting games through physical means and online betting.
The publication makes it explicit that it will be up to Loterj to define the model of exploitation of games by physical means, based on territory, as well as games with online generation and betting, and may even make such explorations directly and indirectly, through contracting services, concession, and licensing via the accreditation procedure, as the case may be.
As a result, the decree issued on Tuesday by Governor Cláudio Castro sets the stage for the implementation of online gambling and the exploitation of sports betting by Loterj.
This decree is part of the set of edicts in the process of being placed on the market. It will contain the exploration of online gaming, including sports betting, in addition to the need to define the payment methods to be adopted with the start of the operation. It is estimated that the Public Notice will be published during April, when Loterj receives the green light from the control bodies.
