The Chamber of Deputies closed the session on Tuesday (30), in which two bills were approved (2529/20 and 1077/21) with measures related to combating the COVID-19 pandemic. "It is projects like these that we are going to give priority to in the Chamber of Deputies, a response from Congress to the immediate confrontation of the pandemic," stated the President of the House, Arthur Lira (PP-AL).
Lira called a plenary session for 10 am this Wednesday (31) with five projects whose urgencies were approved yesterday, including Bill 1561/20, by Deputy Capitão Wagner (Pros-CE), which creates the "Loteria da Saúde" (Health Lottery) "to allocate the funds raised to the Unified Health System (SUS) and for actions related to COVID-19.
The proposal creates the "Loteria da Saúde", a modality of competition for numerical prognoses aimed at financing the Unified Health System (SUS). Exceptionally, the funds may be used for actions to prevent, contain, combat, and mitigate the effects of the new coronavirus pandemic.
The Bill determines that the regulation will be the responsibility of the Ministry of Economy, in compliance with Decree-Law 204/67, which deals with the exploitation of lotteries in the country, and Law 6.717 / 79, which authorizes Caixa Econômica Federal to hold the Federal Lottery draws.
"The maintenance of SUS requires a substantial contribution of resources, making the search for new sources of revenue always present without the need to create new taxes," said the author, deputy Captain Wagner (Pros-CE), emphasizing that the text is based on a proposal already filed (Bill 1413/15).
Capitão Wagner requests that Congress decree:
Art. 1 The “Loteria da Saúde” is instituted, as a new type of lottery of numerical prognoses, in the form governed by Decree nº 204, of February 27, 1967, and by Law nº 6.717, of November 12, 1979, with destination of the proceeds from the proceeds of its collection to the Unified Health System, and, exceptionally, while the effects of the State of Public Calamity, declared by Legislative Decree nº 6, of 2020, last exclusively for the actions of prevention, containment, combat and mitigating the effects of the New Coronavirus Pandemic (COVID-19).
Art. 2 The prediction contest referred to in this Law will be authorized and regulated by an act of the Minister of State for the Economy, which will mandatorily provide for the realization of the contest, the setting of prizes, the payment of income tax on the prize, the amount unit of bets, percentages and limit of expenses with the cost and maintenance of the service.
