Brazil’s Chamber approves aid project for events, settles 3% of proceeds from Caixa lotteries

The Chamber of Deputies approved this Wednesday (3) Bill 5638/20, which creates the Emergency Program for the Resumption of the Events Sector (Perse). To fund the benefits given to the sector, the project allocates, in addition to the budgetary resources and the National Treasury allocated, 3% of the money collected from the lotteries managed by Caixa and Lotex, a modality that is not yet in operation.

The approved text is a substitute of the rapporteur, deputy Renata Abreu (Pode-SP). The matter will be sent to the Senate. Authored by Congressman Felipe Carreras (PSB-PE) and seven other deputies, the project provides for the payment of installments by debts of companies in the events sector with the Federal Tax Authorities, in addition to other measures to compensate for the loss of revenue due to the COVID-19.

Last Wednesday (3), the Federal Chamber approved the Bill of Law 5638/20, which creates the Emergency Program for the Resumption of the Events Sector (Perse). The intention of the initiative is to benefit, for example, hotel companies in general; movie theaters; event houses; nightclubs; show houses; and companies that hold or market congresses, fairs, trade fairs, concerts, parties, festivals, symposia or shows in general and sporting, social, promotional, or cultural events, in addition to non-profit entities.

The Bill provides for a zero rate of PIS / Pasep, Cofins and Social Contribution on Net Income (CSLL) for 60 months and the extension, until December 31, 2021, of the Emergency Credit Access Program (Peac) for companies of the sector.

The general rule will be a discount of up to 70% on the total amount of the debt and up to 145 months to pay, except for social security debts, for which the Constitution limits installment payments to 60 months and debts with the Federal Revenue and with the Attorney General's Office of the National Treasury.

The Emergency Program for Maintenance of Employment and Income was also extended, which guarantees the payment, by the Federal Government, of part of the unemployment insurance to the worker who had the employment contract suspended or reduced (salary and workload) until December 31. December 2021.

To fund the benefits given to the sector, the project allocates, in addition to the budgetary resources and the National Treasury allocated, 3% of the money collected from the lotteries managed by Caixa Econômica Federal and Lotex. This includes the federal lottery, number contests and sports lotteries.

The resources go out of the quota currently allocated to the gross premium, but the reduction is only valid in 2021.
