Intralot's subsidiary, Intralot Brasil, started operating in 2010 with Loteria Mineira with the launch of its first game, Keno Minas. Then the partnership gave rise to new games: Multplix, Minas 5, Totolot, Totogol and Speed Race. All of them are available in more than 2,500 lottery terminals located in several points of sale in the State of Minas Gerais. The distributed prize is one of the reasons that explains the good performance of the games. Of the total collected, at least 60% goes to prizes.
For their part, Internacional Gaming Technology (IGT) and Scientific Games (SG) presented themselves as an association of interested parties without formal ties. It is worth remembering that both companies, two of the most important in the world lottery market, already form the Estrela consortium in Brazil, which obtained in October 2019 the concession to operate LOTEX (Instant Lottery). This process is still on hold and without definition as the companies threatened to withdraw if Caixa did not negotiate sharing its points of sale (lottery chain).

The clientele includes multinational companies, international development agencies, NGOs, governments, financial institutions and more than 500 private companies in 100 countries, including Brazil. Global strategic consulting includes analysis of proprietary services for the lottery, sports betting, and gaming industry. Captain Kip Peterson, CEO of Thorsborg Institute LLC, started nineteen lotteries worldwide and assisted dozens of others in organizational, structural and improvement processes.
The application of the company Am & Fpa Comércio de Equipment and Computer Programs Ltda, CPNJ 40.217.712 / 0001-81, was rejected, as it did not fully comply with the documentation delivery requirements provided for in item 4 of the PMI LEMG Notice No. 001 / 2021. The curious thing is that this company was founded in December last year by the former Secretary of Valuation, Planning, Energy and Lottery of the Special Secretariat of Finance of the Ministry of Economy, Alexandre Manoel da Silva, who resigned from office in March 2020.
Below is the full text of the Authorization Term-PMI LEMG 001/2021 published in the Official Gazette of the State of Minas Gerais on April 24:
“The Lottery of the State of Minas Gerais-LEMG, based on the PMI Notice 001/2021, published on March 5 of this year, in the Official Gazette of the State of Minas Gerais (DOEMG), in Notebook 1, page 28 , makes public, under the terms of Clause 5.2 of the Public Notice, the result of the individuals and / or legal entities authorized to submit feasibility studies, surveys, investigations, data, technical information, projects or opinions, in order to subsidize modeling of the execution Concession the public service of exploitation of the Conventional Lottery (Passive) and the Lottery of Numbers, Individual and Immediate Draw (Instant Lottery), both in physical environment and other measures.
AUTHORIZED NATURAL AND / OR LEGAL PERSONS
The following companies are authorized in the form of Public Notice PMI No. 001/2021, following the order of registration of the participation requirements according to registrations filed in the Electronic Information System-SEI of the Government of the State of Minas Gerais, which occurred in the following order:
I - Intralot do Brasil Commerce of Equipment and Computer Programs Ltda CNPJ 06 .111 .334 / 0001-19;
II - Thorsborg do Brasil Consultoria em Tecnologia Ltda, CNPJ 23.518.580 / 0001-09;
III - Internacional Gaming Technology Brasil Servicos de Dados CNPJ 37.463.408 / 0001-00; and Scientific Games Brasil Ltda CNPJ 11 .758 .683 / 0001-67, in the form of a stakeholder association without formal ties.
With regard to the authorization of the companies Internacional Gaming Technology Brasil Serviços de Dados and Scientific Games Brasil Ltda, it should be clarified that the authorization took place after deliberation by the Special Evaluation Committee, with regard to meeting the deadline and form requirements related to the tax compliance. This authorization is carried out under the terms of Items 5.1 to 5.9 of the Public Notice PMI LEMG 001/2021 and according to the minutes of the judgment (document Sei nº 28320238), of April 23, 2021.
INDEFERENCE OF THE AUTHORIZATION APPLICATION
The application of the company Am & Fpa Comércio de Equipment and computer programs Ltda, CPNJ 40.217.712 / 0001-81, is hereby rejected, for not having fully complied with the documentation delivery requirements provided for in item 4 of the PMI LEMG Notice nº 001 / 2021.
DEADLINE AND FORM OF PRESENTATION OF THE STUDIES
The preparation and presentation of feasibility studies, surveys, investigations, data, technical information, projects or opinions must comply with the terms of item 7 of the Notice: To be delivered within 45 (forty-five) days from the publication of this authorization, and may be extended, at the discretion of LEMG, upon reasoning; be delivered in the form established in item 7.2 and 7.2.1 of the PMI LEMG 001/2021 Notice.
DEADLINE FOR MANIFESTATION FOR APPLICANTS
The decisions resulting from this PMI are subject to manifestations, due to reasons of legality and merit. The manifestations will be addressed to the Special Evaluation Committee, through the Electronic Information System - SEI and by e-mail [email protected], within the period provided for in the Public Notice.
