The bill that now goes to the sanction of the President of the Republic foresees the payment of installments of debts of companies from the events sector with the Federal Tax Authorities, besides other measures to compensate the loss of revenue due to the pandemic. Among them is the allocation of 3% of the gross prize amount of the lotteries operated by Caixa Econômica Federal to cover the benefits given to the events sector.
As a result, Article 9 of Law No. 13,756, of December 12, 2018, comes into force plus the following art. 20-A:
"Art. 20-A In the year 2021, the amount equivalent to 3% (three percent) of the participation in the proceeds of the collection of lotteries referred to in arts. 15, 16, 17, 18 and 20 of this Law will be destined to emergency actions for the events sector and tourism service providers resulting from the effects of combating the covid-19 pandemic, offsetting the equivalent percentage with the reduction of the percentage reserved the payment of prizes and the payment of income tax levied on the awarding of the respective lottery modalities.”
Once again, with the measure approved by the National Congress, there is a reduction in the payout of lotteries operated by CEF, already pointed out by the sector as very low compared to the percentages paid internationally.
The leader of the government in the Senate, Fernando Bezerra (MDB / PE), guaranteed that the approval of Perse has the support of the government, but made reservations to two articles, which may be vetoed by the President of the Republic, Jair Bolsonaro. The senator said the government should veto the use of lotteries and the possibility of tax waivers.
“In the negotiations, we obtained new financing for the sector with the government, a line that could reach R$ 3 billion. We were able to advance the demands to overcome the issues of accumulated tax debts. We managed to advance in granting the extension of the CNDs [Negative Debt Certificates], allowing those who still keep meeting the requirements of certificates from federal agencies, to continue surviving,” said the senator.
