With PMI Notice 001/2021 (published on March 5) LEMG seeks that authorized individuals and / or legal entities present feasibility studies, surveys, investigations, data, technical information, projects or opinions, in order to subsidize modeling Concession for the execution of the public service of exploitation of the Conventional Lottery (Passive) and the Lottery of Numbers, Individual and Immediate Draw (Instant Lottery), both in physical environment and other measures.
Alexandre Manoel founded AM & FPA in partnership with Fernando Paes Afonso, an experienced CEO and expert in lottery operation in Europe, with several successful experiences, especially in his management in front of Santa Casa in Portugal, from 2002 to 2005 and 2011 to 2016. “We will have the opportunity to contribute to the government and society of MG, in order to explain the best international practices in the operation and regulation of lotteries,” explains Manoel to GMB.
The company works in consortium with a group of investors in the financial market and a technological lottery partner, which operates in developed markets, with the objective of contributing to the development of the national lottery sector.
“Through our experience and knowledge of the global lottery sector, our aim is to help regional governments to develop their lotteries, with increased revenue and direct benefits for certain social segments (such as increased health financing). In addition, contributing to the fiscal adjustment of the regional governments of Brazil, promoting responsible gambling, expanding the entertainment of the local population and contributing to the generation of jobs,” explains Alexander Manoel.
According to the Lottery Game Development Division of the State of Minas Gerais, the following companies are now authorized in the form of Public Notice PMI No. 001/2021, following the order of registration of participation requirements according to registrations filed in the Electronic Information System of the Government of the State of Minas Gerais, in the following order:
I Intralot do Brasil Comércio de Equipamentos e Programas de Computador Ltda CNPJ 06.111.334/000119;
II Thorsborg Do Brasil Consultoria Em Tecnologia Ltda, CNPJ 23.518.580/000109;
III Internacional Gaming Technology Brasil Serviços de Dados CNPJ 37.463.408/000100; e Scientific Games Brasil Ltda CNPJ 11.758.683/000167, in the form of a stakeholder association without formal ties;
IV – AM & FPA Comércio de Equipamento e programas de computador Ltda, CPNJ 40.217.712/000181
Regarding the authorization of the companies Internacional Gaming Technology Brasil Serviços de Dados and Scientific Games Brasil Ltda, it should be clarified that the authorization took place after deliberation by the Special Evaluation Committee, with regard to meeting the deadline and form requirements related to tax regularity.
Regarding the authorization of the company AM & FPA Comercio de Equipamentos e Programas de Computador LTDA, after publication in the IOFMG of the Authorization Term on 04/24/2021, the Special Commission received an appeal / reconsideration of the decision of the PMI of Judgment nº 01/2021, since the company had petitioned on 08/04/2021 the documentation required in the notice.
After deliberation by the Special Evaluation Committee, regarding the fulfillment of the documents required in the PMI LEMG Notice, it was evidenced that they were filed in the SEI process on 04/08/2021 at 13:31:40, and even though there was a need to perform due diligence, the Request of the interested party was sent in a timely manner, and the request was accepted.
The preparation and presentation of feasibility studies, surveys, investigations, data, technical information, projects or opinions must comply with the terms of item 7 of the Notice: To be delivered within 45 (forty-five) days from the publication of this authorization, and may be extended, at LEMG's discretion, upon reasoning.
