Brazilian Senate guides vote of "Health Lottery" to generate resources to fight COVID-19

Senate Plenary is expected to vote three provisional measures during this week. Also on the agenda is the project that creates the ‘Loteria da Saúde’ (Health Lottery) in Brazil, with the objective of seeking more resources to combat the COVID-19, approved last week in the Chamber of Deputies. Bill 1561/2020, authored by federal deputies Capitão Wagner (Pros-CE) and Guilherme Mussi (PP-SP), is reported in the Senate by Senator Weverton (PDT-MA).

Senators should vote today (Tuesday 11) Bill 1561/2020, which authorizes the Executive Branch to establish the ‘Loteria da Saúde’ and the ‘Loteria do Turismo’ (Tourism Lottery), as modalities of numerical predictions lotteries, with the destination of the product of the collection to combat the COVID-19 pandemic. On the initiative of federal deputies Capitão Wagner (PROS/CE) and Guilherme Mussi (PP-SP), the project is reported by Senator Weverton Rocha (PDT-MA) in the Senate. The new lottery was proposed to finance actions to prevent, contain, combat, and mitigate the effects of the pandemic.

The Tourism Lottery, which also appears in Bill 1561/20, will be temporary and its prediction contests can only be held until December 31, 2021.

The Bill foresees that the net income from the contests of the Health Lottery and the amounts of their prizes not claimed by bettors within the period provided by law will be allocated to the National Health Fund (FNS).

“As long as the Public Health Emergency of National Importance (Espin) persists as a result of human infection by the SARS-CoV-2 coronavirus, declared or recognized in an act of the Executive Branch, the resources allocated to the FNS under the provisions of this Law will be used exclusively in the actions of prevention, containment, combat and mitigation of the effects of the COVID-19 pandemic,” cites the sole paragraph of the bill.

The project also determines that the prediction contests will be run by Caixa Loterias and authorized by the Ministry of Economy, also defining “the form, the periodicity and the execution of the contests, the setting of prizes, the payment of income tax on prizes, the unit value of the bets, the percentages and the limits of expenses with the costs and maintenance of the agent who operates the lottery.”
