According to the proposal, lottery companies must record the winners' data in order to be contacted by Caixa Econômica Federal. To promote these changes, the text amends article 14 of Law 13.756, of 2018, which deals with the destination of the proceeds from the collection of lotteries and on commercial promotion and the lottery modality called "fixed-odds bets."
Senator Weverton argues that the lottery system still works in a very “precarious” way, as the lottery ticket functions as a bearer title and there is no greater guarantee for bettors if it is lost. According to the parliamentarian, with the obligation to include the CPF in the ticket, this situation is resolved, since the winner only needs to present his registration number in the Individual Taxpayer Register to receive the prize.
“Our proposition helps countless Brazilians who bet on lotteries, dreaming of a better life. Even if the ticket is lost the bettor who won the lottery will still be able to redeem his prize. Still, with the CPF data of the bettors, the financial institutions that operate the lottery system will be able to look for the winners in order to pay the prizes drawn,” he justified.
Rewards not redeemed
Data from Caixa Econômica Federal reveal that R$ 311.9 million (US$$ 59.6m) in prizes were not redeemed in 2020 alone. In the last five years, the amount of R$ 1.62 billion (US$ 309m) has not been collected from prizes of Mega-Sena, Lotofácil, Quina, Lotomania, Timemania, Duplo Sena, Loteca, Lotogol and Federal. When the winners do not withdraw the prize within 90 days, the amounts are fully transferred to the Student Financing Fund (Fies).
