In the first year of the law alone, R$ 3 billion (US$ 566m) is foreseen for federative entities. Bill 1518/21 is pending in the Chamber of Deputies and will be analyzed conclusively in the Culture, Finance and Taxation and Constitution and Justice commissions.
The Aldir Blanc National Policy is inspired by the law passed by the National Congress last year that guaranteed emergency aid, resources for maintaining cultural spaces and programs to promote the cultural sector during the pandemic (Aldir Blanc Law).
“The law was a milestone in Brazil's public culture policy. For this reason, we understand that it needs to be a permanent parameter, it cannot stop in an emergency view,” says Congresswoman Jandira Feghali (PCdoB-RJ), one of the authors of the proposal.
Beneficiaries
According to the project, the Aldir Blanc National Policy has as beneficiaries entities and individuals and legal entities in the cultural area.
The resources applied by the policy may have different purposes, such as the production of works of an artistic and cultural character; holding exhibitions, festivals, and fairs, in the country and abroad; awarding of prizes and scholarships; training of cultural agents and acquisition of artistic works for public distribution.

The text foresees that the federal resources placed annually in the National Policy Aldir Blanc will have several sources, among them 3% of the gross collection of the contests of forecasts and federal lotteries and values from the collection of the Federal Lottery of Culture, to be created by specific law.
