Bill wants to allocate prescribed LOTERJ prizes to fund to combat COVID

Brazilian state deputy Martha Rocha (PDT) proposed to the Legislative Assembly of Rio de Janeiro to amend law 2,242 to provide for the allocation of prescribed prizes from lotteries explored, directly or indirectly, by LOTERJ to the State Health Fund. Bill 4173/2021 intends that the prizes, “exceptionally, be converted into revenue from the State Health Fund.”

In her justification, Congresswoman Martha Rocha points out that “initially, it should be noted that the State Legislative Branch has constitutional competence to legislate on the matter. In this way, this proposition has fulfilled the requirements of constitutionality and, in merit, it does not find legal obstacle to its processing.”

Thus, she proposes in Bill 4173/2021 the amendment of Law No. 2,242, of May 26, 1994, to, “exceptionally, due to the pandemic of the new coronavirus (COVID-19), to provide that the values of unclaimed lotteries prizes, operated directly or indirectly by the Rio de Janeiro State Lottery (LOTERJ), are reverted to the State Health Fund.”

Thus, in terms of the project, she states that “what motivates the presentation of this proposal is to provide the Public Administration with sufficient resources to fight the coronavirus (COVID-19), in order to ensure the best sanitary and hospital conditions for the People of the Rio de Janeiro state."

Finally, she asks for support from the House to the project: “In view of the above, I request the support of noble peers in order to approve this important matter,” concludes Deputy Martha Rocha.
