Mayor Miguel Martello (PDT) opened the extraordinary session on Wednesday (26) talking about the new plenary. Among other projects, the councilors dealt with Project 1532/2021, which creates the public lottery service in the municipality.
The Bill was approved with 21 votes ‘yes’, 8 ‘no’ and 3 abstentions. Two additive amendments were approved that allocate part of the collection to public safety in the Municipality and to a veterinary hospital.
After a few days, the City Hall sent a bill to the Chamber that authorizes the Executive to initiate negotiations for the implantation of a municipal lottery, defining the best form of management in order to promote the collection of funds that will be allocated to established areas, such as health, sport and culture.
The service will be exploited by complying with the rules currently imposed by federal law, thus representing a possibility of obtaining resources at this time of crisis.
Thus, Guarulhos will become the first municipality in Brazil to have a municipal lottery, after a recent decision by the Supreme Federal Court that decided that City Halls can exploit this type of service provision, provided that the destination has specific purposes.
