As long as the public health emergency decreed by the Ministry of Health due to the pandemic is in force, the Loteria da Saúde resources should be used exclusively in actions to prevent, contain, combat and mitigate the effects of the pandemic through the National Health Fund ( FNS), which will also receive the prizes not redeemed.
“The Brazilian likes to play, and that is not a bad thing. I think that the prizes should be higher,” said the rapporteur, Giovani Cherini.
The bill’s text establishes that Caixa Econômica will be responsible for carrying out the draws, which must be authorized by the Ministry of Economy, which will also define the form, execution and periodicity of the contests, the collection of taxes on the awards, as well as the setting of prizes and the value of the bets.
Tourism
In the case of the Loteria do Turismo, net income and prizes not redeemed will remain with the General Tourism Fund (Fungetur). During the emergency due to the pandemic, the money should be used exclusively for the granting of credit operations to the tourism sector in order to mitigate the economic impacts caused by the restrictions imposed in order to contain the spread of the disease.
The Ministry of Economy will be responsible for disciplining the form, periodicity and execution of the competitions of both lotteries by Caixa Econômica Federal. The ministry must also set the values for premiums, income tax, the unit value of bets, the percentages and the limits for expenses with funding and maintenance.
