The governor of São Paulo, João Doria (PSDB), requested authorization from ALESP (São Paulo Legislative Assembly) to make a loan of R$ 8.8 billion. The amount, which would be contracted with national banks and international institutions, would be allocated to infrastructure works, to Sabesp (Basic Sanitation Company of the State of São Paulo) and to the São Paulo Mais Digital Program.
Doria did not give many details about the loan but asked for urgent analysis of the proposal. Most of the amount, R$ 5 billion, would go to urban mobility, health infrastructure, flood control, housing, sustainability, and public safety projects.
The government of São Paulo also informed that it has already started negotiating the values with the Japan International Cooperation Agency and the New Development Bank. Both loans financed Sabesp's projects. About R$ 1.3 billion would be allocated to São Paulo Mais Digital, which aims to reform the government's online platforms. Part would also be allocated to the State Lottery.
As a way to expand the sources of financing important social policies, not always met by the existing legal bindings and destinations, intended to support people or families in a situation of social vulnerability or who are already in a situation of personal or social risk, in which agreed to call them social protection policies, the Secretariat of Budget and Management Projects proposes that authorization to establish the São Paulo State Lottery is also requested.
For this, Bill 359/2021 proposed with urgent processing by the Governor, in its article 9, provides for the authorization for the state of São Paulo to establish State Lottery. This measure is aimed at obtaining resources for the sole purpose of covering expenditure on social protection within the State.
Social protection, thus understood, must be a priority and focus on government actions in order to guarantee the survival of a huge contingent of people, minimizing the condition of hunger, which, together with the health issue, is a risk to the guarantee of life and an offense to human dignity.
For Doria, in view of the above, it is demonstrated the relevance and indispensability of obtaining resources through exploration of the State Lottery for the proposed purpose.
