Study chosen to create lotteries and games in Brazil’s Federal District

On Monday 21st edition of the Official Gazette of the Federal District (DODF), one of the highlights is the publication by the Special Projects Secretariat (Sepe) referring to the consortium of companies that had selected technical, economic-financial and legal modeling studies for the implementation and operation of lotteries and games in Brazil’s FD. Firms MCE Intermediações e Negócios Ltda and Santa Casa Global Brasil Participações Ltda will have the rights associated with the studies transferred to the Federal District Government.

“As soon as we disclose the date of the consultation and public hearing, the secretariat will make the studies available so that the population can learn about the project and give their suggestions and opinions during the period designated for this,” explains the secretary for Special Projects, Roberto Andrade.

Andrade stated that the disclosure of the selection result does not link the GDF to the chosen study. Further adjustments and complements may still be requested, resulting from technical and legal assessments that may arise after the public hearing, both to meet the recommendations and determinations of the DF's control bodies and for improvement, since the project will be submitted to the bidding process.

The studies were chosen according to the evaluation and selection criteria contained in the process documentation on Sepe’s website. There are also rules according to which the payment for these studies will be made by the company that wins the bid.

Procedures

The next step in the process is the popular participation in the consultation and in the audience that will present the project. Only after the company manifests itself will the documentation be sent for analysis by the DF Audit Court (TCDF). If no observations are made for changes in the process, the bidding can proceed. Sepe will forward all documentation to the public entity that will carry out the bidding process.

The Union already explores, through Caixa Econômica Federal, the lottery and games segment, whose collection goes to the sports area and also to the Student Financing Fund (Fies). After the decision of the Federal Supreme Court (STF) issued on 7/30/2020, it was established that the federal government does not have exclusivity in the exploration.

According to Sepe’s head, the states, as well as the Union, need resources for the various expenses that make up the public machine, especially at this time of pandemic. “These values can help social assistance entities, the areas of culture and amateur sports, public safety, among many others lacking resources”, he analyzes.
