First city in Brazil to have this service

Guarulhos sanctions law authorizing the creation of municipal lottery

The City of Guarulhos published in the Official Gazette this Tuesday (22) the law 7,912/2021, which provides for the creation of a municipal lottery. The initiative, aimed at entertainment and the exploration of games, will be under the purview of the Executive Branch, through the Department of Finance, and aims to help the city's economic recovery at this time of pandemic. Part of the funds raised will go to the areas of social assistance, human rights, sports, culture, health, and public safety in this municipality of the state of Sao Paulo.

In September 2020, the Federal Supreme Court (STF) understood that states and municipalities can explore this type of service provision. But it makes it clear that the destination of fundraising needs to have specific objectives.

As informed by the municipal administration, part of the funds collected will be allocated to the areas of social assistance, human rights, sports, culture, health, and public safety.

The municipality of Guarulhos is the second most populous city in the Brazilian state of São Paulo.

“Periods of crisis demand that we think of alternatives for acquiring resources. With this measure, Guarulhos could become the first city in Brazil to have a service like this,” said Mayor Guti.

Prizes that are not claimed by the players within the limitation period described in the regulations will be allocated to the Municipal Social Assistance Fund. The Finance Department will edit the complementary rules necessary for the implementation of the lottery.

A similar project was presented by Governor João Doria (PSDB) to the Legislative Assembly of the State of Sao Paulo.

The matter was appreciated and received a favorable opinion for voting, now the text will be sent for voting by state deputies.
