This Wednesday (23), it was approved the Executive Bill 359-21, which authorizes the state government to make loans to finance works, mobility, housing and health, in a total of R$ 5 billion (US$ 1b), and also to create the Sao Paulo State Lottery. The proposal must now be approved by the Executive.
Two amendments, authored by PT deputy Professora Bebel, were also approved, and concern the transparency of the operations proposed in Bill 359-21.
The other amendments were rejected. In his exposition of reasons for the creation of the Sao Paulo State Lottery, Governor João Dória stated that: “As a way to expand the sources of financing for important social policies, not always met by the existing legal bindings and destinations, designed to support people or families in a situation of social vulnerability or who are already at personal or social risk, in what is conventionally called social protection policies, the Budget and Management Projects Secretariat proposes that authorization be also requested to establish the Sao Paulo State Lottery."
The bill, approved by 53 votes in favor and 20 against, in its article 14, gives the state government the authorization to establish the Sao Paulo State Lottery and says:
Article 14 – The Executive Branch is authorized to establish and exploit, pursuant to article 175 of the Constitution of the Republic, the Sao Paulo State Lottery, using the net result obtained to fund actions aimed at social assistance and the reduction of vulnerability in the State of Sao Paulo.
With the approval of the Legislative Assembly, the project will enable the creation of the Sao Paulo Lottery, with the objective of increasing the sources of funds for actions in the social area, as determined by federal legislation and as provided for in art. 14 of Bill 359-21.
The end of the Union's monopoly in the exploitation of lotteries, decided last year by the Federal Supreme Court, guaranteed that the presentation of a project for the creation of the Sao Paulo State Lottery would not conflict with federal legislation.
Now, the project is going to be sanctioned by Governor João Dória, when models for the exploration of lottery modalities in the state of Sao Paulo will be defined.
