The issue of identifying players gained momentum this year after the extraction of Mega da Virada, when one of the two prizes, of R$ 162.6 million (US$32m), was not claimed by the player during the a period of 90 days being transferred, according to legislation current, for the FIES (aid program). It was the first time in history that the main prize winner did not show up to receive the award.
With all this controversy, deputy José Aírton Félix Cirilo (PT-CE) presented bill 1751/21, which proposes the mandatory identification of lottery players managed by Caixa Econômica Federal through the inclusion of the CPF (individual taxpayer registry identification) in the ticket. It would be the responsibility of the lottery store, at the time of sale, the insertion of the player’s CPF in the case of a modality with a printed ticket.
In his justification, the deputy states that the Caixa Lotteries “registered record numbers in 2020, with a collection of R$17.1 billion (US$ 3.4b) in bets. The result is the best ever recorded in all of history and represents a growth of 2.35% compared to sales in 2019, when the collection was R$ 16.7 billion (US$ 2.95b), a previous record,” he points out.
According to him, "the amounts collected, the social transfers and the prizes paid consolidate the relevance and important social role of lotteries in Brazil, which, in addition to being a key player in the strategy of growth and maintenance of public policies in the country, provide opportunities for the realization of bettors' dreams, through millionaire prizes. Thus, this proposition provides that the insertion of the CPF number of the bettor is mandatory in order to facilitate the collection of the prize as well as the fairness of the event.”
In the same sense, federal deputy Boca Aberta (PROS-PR) presented bill 1798/21, which also provides for the mandatory identification of the player on the ticket through the CPF both in the federal lottery and in the numerical prediction lotteries, sports and Lotex.
In justifying the presentation of the project, Boca Aberta states that "currently the lottery system still works in a so precarious way that if a winner of draw loses his ticket, he automatically loses the right to receive the prize."
According to him, “the lottery ticket works as a bearer bond and there are no greater guarantees for players. With the obligation to include the registration number in the Register of Individuals (CPF) in the prize ticket, this situation is resolved, since the lottery winner only needs to present their registration number to receive the prize.”
“Our proposition helps countless Brazilians who bet on lotteries, dreaming of a better life. Even if the ticket is lost or misplaced, the winner will still be able to redeem his prize,” he defends.
