New bill in Brazil reserves lottery collection for purchase of high-cost medicines

Part of the percentage paid by the Caixa Lotteries to the National Health Fund (FNS) will be allocated to the purchase of medicines for the treatment of rare diseases. This is what Bill 2051/21, authored by federal deputy Julio Cesar Ribeiro (Republicanos-DF), guarantees. The proposal amends Law 13.756/12, establishing the allocation of at least 10% of the amount paid by lotteries to the FNS for the purchase of high-cost medication.

The congressman justifies that the Caixa Lotteries allocate almost 40% of resources for financing public policies aimed at education, health, sports, culture and public safety.

"The allocation of this share of lottery recipes for the purchase of these high-cost drugs is fully acceptable given the survival needs of those who suffer from rare diseases, especially low-income Brazilians, who are unable to buy the medicines," stated Ribeiro.

Last year alone, lottery revenue broke a record, reaching R$ 17.1 billion, according to data from Caixa, and in the case of the FNS, it received around R$ 4.66 billion.

Bill 2051/21 determines that at least 10% of the amount received by the National Health Fund (FNS) from lottery collections will be used to purchase high-cost medicines to care for children with rare diseases. The text is being processed in the Chamber of Deputies.

“The Caixa lotteries allocate almost 40% of their resources to finance public policies in education, health, sports, culture and public security,” said the author of the proposal, deputy Julio Cesar Ribeiro (Republicanos-DF). The text amends Law 13.756/18, which deals with collection with official lotteries.

The bill is being processed conclusively and will be analyzed by the Social Security and Family commissions; of Finance and Taxation; and Constitution and Justice and Citizenship.
