The proposal is to transform the current Special Secretariat of Finance into the Special Secretariat of the Treasury and Budget.
The idea in this case is to bring more integration to the work and return the focus to public expenditure management, without the need to manage non-central areas.
Finance, led by Special Secretary Bruno Funchal (who will continue to be in charge of the remodeled portfolio), has two other areas under his command. One of them is the SPE (Secretariat for Economic Policy), which will be directly linked to the minister's office.
The function of the SPE, headed by Adolfo Sachsida, will be to supply the minister with more fluidity with the information necessary for the evaluation and communication of proposals.
The vision is that the secretariat has a team of economists with quick access to data and surveys that support the discussions. But to access the SPE, the minister currently needs to go through the Special Secretary of Finance. In the new design, access becomes immediate.
Another area currently on Finance is the Department of Evaluation, Planning, Energy and Lottery, which will be dismembered.
The evaluation part of public policies will be in the new Special Secretariat of Treasury and Budget.
The Energy and Lottery area, which has a vocation for regulatory analysis, will be transferred to the special secretariat of Carlos da Costa, which today is called Productivity, Employment and Competitiveness.
Secap's Prize and Draw Governance area regulates lotteries, commercial promotion and early capture of popular savings, with a view to defending competition. They act in the regulation, authorization, and inspection of all types of lotteries and on the regulation of the new sports betting market and the implementation of the Lotex (instant lottery).
Costa receives one area while losing another. The secretariat's employment area will go to the new Ministry of Employment and Welfare, to be created to give Onyx Lorenzoni a post in the first echelon.
According to people involved in the redesign, the idea is to improve the fluidity, communication and agility of the work of the ministry as a whole.
The changes have been studied since the departure of Waldery Rodrigues from the command of Finance.
The idea is to take advantage of the creation of the Onyx portfolio to make the changes, but the changes will not necessarily be provided for in the same legal instrument that will establish the Employment folder.
The trend is that the changes provided for by the ministerial reform demand, in addition to a provisional measure, at least a decree and an ordinance.
