All of them, according to what was published in the Official Gazette, generically dealt with the Conventional Lottery theme, “not delving further into the studies, suggesting that its exploration can be made possible in conjunction with the Instant Lottery. They also considered, for the business model to be adopted, the availability of these modalities, in addition, in digital media.”
According to the statement signed by Ronan Moreira, General Director of Loteria Mineira, the companies mentioned “complied with the deadline set out in item 5 .3 .3 of the PMI/LEMG Notice and presented the feasibility studies, surveys, investigations, data, information techniques, projects or opinions, in order to support the modeling of the CONCESSION for the execution of the public service.”
However, as they did not go deeper into the studies for the Conventional Lottery, the Special Committee for the Evaluation of the Loteria Mineira decided to publish the statement informing the companies that responded to the call, but decided "in light of the suggestions, to carry out other possible measures, with the objective of to obtain additional information regarding the set of documents submitted by the interested parties.”
Intralot's subsidiary, Intralot Brasil, began operating with Loteria Mineira in 2010 with the launch of its first game, Keno Minas. Then the partnership gave rise to new products: Multplix, Minas 5, Totolot, Totogol and Speed Race. All of them are available at more than 2,500 lottery terminals located at various points of sale in the State of Minas Gerais. The distributed prize is one of the reasons that explain the good performance of the games. Of the total collected, at least 60% is allocated to awards.
For their part, Internacional Gaming Technology (IGT) and Scientific Games (SG) presented themselves in the form of an association of interested parties without formal ties. It is worth remembering that both companies, two of the most important in the world lottery market, already form the Estrela consortium in Brazil, which in October 2019 was granted the concession to operate LOTEX (Lottery Instantânea).
AM & FPA Comercio de Equipamentos e Programas de Computer Ltda was founded in December last year by the former Secretary of Evaluation, Planning, Energy and Lottery, Alexandre Manoel da Silva, in partnership with Fernando Paes Afonso, an experienced CEO in operation of lotteries in Europe, with several successful projects, especially in his management at Santa Casa in Portugal, from 2002 to 2005 and 2011 to 2016. The company works in consortium with a group of financial market investors and a partner lottery technology, which operates in developed markets, with the objective of contributing to the development of the national lottery market.
