The project foresees the implementation and operation of lotteries in the State of Sao Paulo, considering the STF decision. The project was included in the State Partnership Program on June 29 by the Working Group (WG) established to conduct all the work necessary to formulate the final model of the project.
The purpose of the call is to obtain feasibility studies, surveys, investigations, data, technical information, projects or opinions for the implementation and operation of lottery services in the State of Sao Paulo, covering possible models for delegation to the private sector.
To qualify for the studies, interested parties must submit an authorization request declaring their interest in participating in the Public Call and developing the studies necessary for the delivery of the final products.
Interested parties must inform the amount of compensation intended, accompanied by information and parameters used for its definition, respecting the maximum amount set in the Notice, R$ 848,800.00.
In addition to various legal and regulatory aspects, the study should include a diagnosis of the current state of the lottery services market and its potential regarding the various lottery modalities. The business model foresees the concession for 15 years and the concession modality will be defined throughout the study.
Interested parties must request authorization by July 19, and the WG will have 15 days to analyze the requests. After authorization, interested parties will be called to present the premises adopted for the preparation of the study.
After the delivery of the studies, the WG will have 60 days to develop the final model of the project to be delivered to the State Privatization Program, which will have 30 days to define the reimbursement amounts, which will be paid in the future by the concessionaire to be contracted by the State of Sao Paulo for the operation of lottery products.

IN-DEPTH STUDIES OF THE LOTTERIC SERVICES IMPLEMENTATION AND OPERATION PROJECT IN THE STATE OF SÃO PAULO
The Secretary of Projects, Budget and Management of the State of São Paulo and the Secretary of Finance and Planning of the State of São Paulo make public the beginning of the Public Calling procedure for the presentation, by any interested parties from the private sector, of the studies (“Studies”) necessary for the implementation and operation of lotteries in the State of São Paulo ("Project") and possible models of delegation to the private sector, aiming at their economic exploitation in partnership with the State of São Paulo, in accordance with the guidelines provided for in the this Public Call Notice (“Public Notice”), applying the rules set forth in Decree Est. 61.371-2015 (“Partnership Decree”) and, where applicable, in other relevant state and federal laws. Interested parties, for this purpose, must express interest and request authorization until 7/19-2021.
