ACRE
State deputy Neném Almeida (no party) filed, on April 28, 2021, in the Legislative Assembly of Acre (Aleac) a bill that institutes the public service of lotteries, under the name of Lottery of Acre – LOTAC. According to the Bill, LOTAC will be operated directly by a public agency or competent public entity of the State of Acre or, alternatively, by a private company incorporated as a legal entity governed by private law, under the condition of concession, permission or accredited organization.
"Such regulation observes the need for action by the Public Power in inhibiting the expansion of the informal economy, ensuring a favorable environment for the economic and social development of the State, since the creation and exploitation of the State Lottery of the Government of Acre may come to proves to be a considerable source of resources for financing public policies under the responsibility of the Executive Branch of the State of Acre, particularly in this period of public health emergency caused by the COVID-19 pandemic, the biggest sanitary crisis of the last century,” declared Almeida.
AMAZONAS
In November 2020, Deputy Adjuto Afonso (PDT) in the Legislative Assembly of Amazonas (Aleam) created the state lottery. The congressman immediately sent an Indicative to the Executive, requesting Governor Wilson Lima (PSC) to create the first Lottery of the State of Amazonas (Loteam), instituting, also, the Social Lottery of the State of Amazonas. According to the law, part of the profit obtained will be allocated to social actions, while the rest will be invested in professional and amateur sports.
On August 2, the Government of the State of Amazonas launched the notice that will hire a company to carry out a study for the implementation of the Amazonas State Lottery. The deadline for receiving proposals on the State Government Procurement Portal e-Compras.AM is 08/11/21 at 9:15 am. From 9:30 am, the opening of bids and bid competition will be made.

The lottery in Amazonas does not have defined modalities yet. The implementation depends on approval by the Legislative Assembly and the Bill will be prepared and sent after the contracting of a technical study by the company that won the electronic auction.
The study must cover the 62 municipalities of the State of Amazonas and covers technical-operational, economic-financial aspects, risks, alternatives for implementation, also considering issues related to granting via concession for the private sector.
The contractor will be responsible for carrying out the technical modeling of the activities and services to be transferred to the private partner, within the scope of the project to be structured, as well as the analysis of the lottery models (draw, sports, scratch cards and those that fit the legal model current) applicable to the case, based on the division of responsibilities between the public power and the private partner, and the forms of operation with the 62 municipalities.
CEARÁ
Lotece's products are: Loteria do Sonhos, Totolec Interior and Totolec Show. The Lottery of Dreams consists of the issuance of 10 series of 10,000 tickets. The price of the entire steering wheel costs R$ 10.00 and half costs R$ 0.50. The TotoLec Show awarding rule applies even to the seventh place. That is, whoever hits a combination of 20 numbers wins the maximum prize, while the others placed pocket smaller amounts. At Totolec Interior, the tickets that first complete the combination of the 15 numbers according to the extraction of randomly drawn balls are considered as winners of the 1st and 2nd prizes.
For the time being, the state has not commented on a new modeling for Lotece, but it is known that Governor Camilo Santana has already given the green light for the first studies for the modernization of the agency so that new modalities are incorporated into the existing portfolio.
CONSÓRCIO BRASIL CENTRAL (BrC)
On July 23, the Brasil Central Consortium (BrC) published a public call notice to receive proposals for the creation of a lottery service that will belong to the BrC itself. The measure appears in the Official Gazette of the Federal District (DODF). Legal entities that intend to present projects, surveys, investigations and studies for the concession of services for the implementation and operation of state lotteries and games must deliver them in physical and digital media at the BrC headquarters, in block 01 of the North Banking Sector (SBN), until 12/08. After delivery, interested parties will have up to 60 days to actually present the projects, “whose maximum value for eventual reimbursement cannot exceed two and a half percent of the total value estimated for the investments,” says the decree.
The BrC consortium comprises the Federal District and six states (Goiás, Maranhão, Mato Grosso, Mato Grosso do Sul, Rondônia and Tocantins). The decree does not include the name of Rondônia in the measure on the creation of the lottery. The president of the BrC is the governor Ibaneis Rocha. Deputy Paco Britto, who signs the Public Call Notice 01/2021, is the agency's executive secretary.
Although the call is open, the main market players and even the DF government believe that it will be very difficult to avenge the alternative of a lottery uniting several states due to the difficulties of approving a project with the "face" of each of them and that meets the different regional cultures and complies with state legislation in each federative unit.
FEDERAL DISTRICT
The Government of the Federal District (GDF) released, in the Official Gazette of July 14, the notice of public consultation and hearing for the Procedure for Expression of Interest (PMI) for the concession of state lotteries and games within the Federal District. The draft concession contract is expected to last 20 years and is estimated at R$721.9 million. With the project, the government foresees that the activity will work as an instrument for economic recovery, increasing resources for the DF without having to tax the population.
Contributions can be made between July 14 and August 13, 2021. On the Sepe website, interested parties can obtain information on technical, economic-financial and legal modeling studies; the economic-financial evaluation; and the minutes of notice and contract. Documents can be delivered in two ways: by e-mail [email protected]; or at the Special Projects Department itself (Room P50 at Palácio do Buriti – Civic-Administrative Zone).
During the public hearing held on August 5, several questions were asked by interested parties, especially with regard to payout, certification requirements and estimated market size in the study prepared by MCE Intermediações de Negócios and Santa Casa Global Brasil.
All questions raised during the hearing and during the break until the 13th, in addition to other documents relating to the DF Lottery implementation process will be available on the Secretariat for Special Projects website.

ESPÍRITO SANTO
The Legislative Assembly of Espírito Santo approved, in December 2020, the draft law authored by the State government, which provides for the creation of the Capixaba Lottery. The approved matter provides for the creation of the “Loteca”, which will only be valid for local residents and may work with physical and virtual bets. The proposal went to the sanction of Governor Renato Casagrande (PSB). The draft regulation of the service provides that the State Secretariat of Finance (Sefaz) will be responsible for the execution and inspection of the Lotteque, directly and indirectly.
So far, the state governor has not followed through on the proposal.
GOIÁS
The Lottery of the State of Goiás (LEG), extinct for more than 20 years, can be recreated by a bill that the deputy Vinícius Cirqueira (Pros) presented in the Legislative Assembly. “In September 2020, the Supreme ended the Union's monopoly in the exploitation of lotteries, concluding that it is a public service provision and can be managed by the States. However, the extinct autarchy was at the center of a scandal,” said Ciqueira. Currently, the Bill is ready for the first vote in the plenary, but it has yet to date, as informed by Cirqueira to GMB.
As Goiás is part of the Consortium Brasil Central (BrC), it is expected that some movement will soon take place in the sense of defining one or another path for the implementation of a lottery in the state, from the reactivation of the LEG, or through the BrC.
MARANHÃO
Maranhão advances in the implementation of its state lottery and held, on August 4th, a Roadshow to present the contract model chosen for the service. MAPA (Maranhão Partnerships) brought together companies in the gaming industry to clarify how their lottery will be exploited and gave participants the opportunity to clarify doubts about the model to be adopted. At the time, the notice was opened for public consultation.
According to the president of Maranhão Partnerships, Antônio Nunes, the deadline for the public consultation runs from August 5th to 20th, and on the 25th the accreditation notice will be published. “We opted for the accreditation model and we will have several operators, with no regional or modality limit to be explored,” said Nunes. Among those present at the Roadshow were NGT, Intralot, IGT and Hebara. Nunes recalled that the NGT study was partially approved and it will be the basis for the business modeling for the implementation of Lotema, but that the project will include multiple operators.

MATO GROSSO DO SUL
The Constitution, Justice and Writing Commission (CCJR) unanimously approved the bill that recreates the State Lottery of Mato Grosso do Sul. Unlike before, when Lotesul was responsible for controlling betting and the modalities of games available in the State, this time, the execution – or delegation to third parties – will be under the responsibility of the State Secretariat of Finance (Sefaz). The guarantee to proceed with the project in MS is in the hands of the Legislative Assembly, and it still has no financial projection.
MINAS GERAIS
The company has Intralot Brasil as the operator and offers Keno Minas, Multiplix, LotoMix, TotoLot and Raspa Minas products. Recently, Intralot confirmed the completion of the sale of its entire stake in Intralot do Brasil Comércio de Equipamentos e Programas de Computador LTDA (Intralot do Brasil) to Saga Consultoria e Representações Comercial e Empresariais (Saga) for €700,000, which represents 80% of the firm's voting capital. Intralot will continue to supply its gaming technology to Intralot do Brasil.
In addition, the Lottery of the State of Minas Gerais decided to carry out new steps, with the objective of obtaining additional information regarding the set of documents presented by the interested parties that presented feasibility studies for Lottery of Numbers, Instant Lottery and Conventional Lottery (passive). The Special Evaluation Committee analyzed the documents presented by Intralot do Brasil, International Gaming Technology Brasil and Scientific Games Brasil, in consortium, and by AM & FPA.
With the decision signed by the general director of Loteria Mineira, Ronan Moreira, to take new steps to better understand and deepen studies, especially for the conventional lottery, it is expected that the process will continue until the end of August, according to sources heard by GMB.
PARAÍBA
In March 2021, LOTEP released a reformulation of the work that had been done so far. “We seek a position where sustainability, safety and LOTEP's credibility brand will be the engines in obtaining better results that will revert to benefits for the population of Paraíba. Another important advance was the renovation and improvement of the physical environments in the structure of our building, which is located in the Historic Center of João Pessoa,” said the lottery superintendent of the State of Paraíba, Petrônio Rolim. Still within this reformulation, the company started to make live broadcasts viable to bring comfort to people who compete for LOTEP products.
LOTEP has the traditional Sorte Sua lottery and is part of Cibelae – Ibero-American Corporation of State Lotteries and Betting.
PARANÁ
In March 2021, the deadline for an intersectorial working group of the management of Ratinho Júnior (PSD) to present a proposal to recreate, in Paraná, the State Lottery, expired. Comprised of five people, the group had to deliver a "conclusive report on the possibility of implementing the public lottery service by the State", accompanied by a "draft bill", indication of the modalities of games, source of funds and allocation of proceeds from the activity.
The Working Group has not yet presented the results of its studies to reactivate Serlopar, which ended in 2007, which had among its main products the video lottery, which included “telebingo”, and an instant lottery.
PERNAMBUCO
On July 3, the government of Pernambuco published in the Official Gazette of the State a call for interested parties to carry out technical studies for the structuring and implementation of state lotteries and games. The PMI of the Secretariat of Planning and Management - Seplag - gave a deadline of July 6th to 26th for interested parties to be accredited for the event. The Special Evaluation Commission presented the list of companies authorized to carry out technical, economic-financial and legal modeling studies in the structuring of a contract or partnership with the private sector, for the implementation and operation of lotteries and games in the State of Pernambuco.
In total, there are nine interested firms: Intralot do Brasil (today already operates Loteria Mineira), Amilton Noble (director of Hebara), NGT (with App7 Sistemas and other partners), ADF Editora, Consultoria, Assessoria e Tecnologia em Educação, AM & FPA Comercio de Equipments and Computer Programs Ltda, Pelotto Consortium (lead by the company Santa Casa Global Brasil Participações Ltda), Paschoal Intermediação de Negócios Ltda, Sistema Lotérico de Pernambuco Ltda and Social Solutions Tecnologia Ltda.
According to the Public Call Notice 001/2021, they will have until September 14 to present the complete studies for the implementation of lottery modalities to be explored in the state. The notice provides that the maximum amount of reimbursement of amounts involved in the preparation of the studies is R$ 455,651.02. All documents referring to the bidding can be obtained from the Pernambuco Strategic Partnerships Program website.
The Governor of the State of Pernambuco, Paulo Câmara, had already designated the members of the Special Commission that will evaluate and select projects, surveys, investigations and technical studies that help the Public Administration in structuring a contract or partnership with the private sector, for the purposes of lotteries and games implementation and operation services within the State of Pernambuco. The members are: Carlos Frederico de Azevedo Ferreira, as president, and Renan Arruda Pereira, Canton Farias Braga Wu, Felipe Pequeno de Souza Salgado, and Leonardo Cavalcanti Morais.
RIO DE JANEIRO
The Rio de Janeiro State Lottery has operated lotteries since 1975 and currently operates the Raspa Rio and Rio de Prêmios (conventional multiple chance lottery) modalities. New modalities are in the bidding process by Loterj, but the company is waiting for a decision by the State Audit Court, which temporarily suspended the event. For the time being, the company does not know if it will have to relaunch the notice or if it will be able to continue where it left off.
TCE interrupted the bidding on the day the envelopes were opened, when only the consortium formed by MCE and Santa Casa de Misericórdia de Lisboa qualified, as it was the only bidder to submit a bid.
The president of Loterj, Oswaldo Luiz Pacheco Ribeiro, said he believes that there is no need to issue a new notice, "since we prepare the notice according to current rules. We have always followed the legal dictates in the preparation of all notices since the foundation of Loterj and it improves itself more and more in this regard.”
SÃO PAULO
The project to create a new lottery in the state of São Paulo is already a reality. The proposal, authored by Governor João Dória, already has the approval of the Executive. Pursuant to Article 15 of Law No. 17,386, all the money raised with the new lottery will be used to “fund for actions aimed at social assistance and reducing social vulnerability” in São Paulo.
The government of São Paulo has already launched a call for the presentation of studies for the implementation and operation of lotteries in the State and all documents relating to the public call can be obtained here.
The deadline for submitting a request for authorization to prepare the studies ended this Monday, August 9th, and until the closing of this article, the list of interested parties has not been disclosed.
TOCANTINS
The Government of Tocantins intends to develop studies with the objective of subsidizing the creation of its own lottery. After deliberation by Governor Mauro Carlesse, the preliminary studies phase will begin, by companies that express interest, to really establish the viability of each project. The resolution of the Tocantins Partnership and Investment Program Council (CPPI-TO) has already been published in the Official Gazette of the State, but so far there has been no progress, as the published document deals only with the recognition of the possibility of creating the Lottery State and local authorities await the deliberation of the state governor.
According to the Secretary of Partnerships and Investments of Tocantins, Claudinei Quaresemin, "the State Lottery of Tocantins can represent a significant source of income and generate many jobs in our State”. The secretary also clarifies that the Government's intention is to create a lottery that pays better prizes to players and that uses the resources generated to finance social actions, such as those to fight hunger and poverty, support culture, sports, health and education.
