The approved text establishes that the actions will be made possible through the allocation, to the National Public Security Fund (FNSP), of the net income of a contest per year from the sports prediction lotteries, such as Loteca and Lotogol.
The current law (13,756/18) already foresees that the income from sports lotteries is destined once a year to the National Federation of Associations of Parents and Friends of the Exceptional (Fenapaes); to the Brazilian Red Cross; and the National Federation of Pestalozzi Associations (Fenapestalozzi). The approved text includes the FNSP as a recipient of these resources, also once a year.
Change of criteria
Rapporteur on the collegiate, deputy Captain Alberto Neto (Republicanos-AM) presented a substitute for Bill 3578/20, by deputy Benes Leocádio (Republicanos-RN). The original proposal foresaw the purchase of cameras for the 40 municipalities with the highest crime rates in the country with the resources of three lottery drawings destined to Caixa Econômica Federal.
Neto explains that, of the total collected with the lottery, part is destined to the operator. “The original proposal impacts the lottery business, imposing that the operating agent cancel the receipt of operating costs, providing services in a loss-making manner in three competitions per year,” he argued.
The substitute, according to the rapporteur, benefits public safety without compromising the operation of the lottery system. "We also changed the distribution logic, to encourage municipalities that manage to improve crime rates instead of distributing resources to the worst," he concluded.
