On Wednesday’s afternoon (25), the Amazonas government purchasing portal began the bidding phase for contacting a company to prepare studies for the implementation of the State Lottery. The process took just over three hours, when the Bidding Committee analyzed three bidders for contracting the service in two exams.
After the manual and then random time, followed by the period for the delivery of documents, the session was interrupted to analyze the documentation presented, being certain, for now, only the amount to be paid for the study for the implementation of the Amazonas State Lottery.
The winning company in the bidding stage will receive a total of R$ 474,000 (USD 90,400) for the study and its name will only be disclosed after the session is reopened in the early afternoon of this Friday (27), when the result of the documentation analysis will be presented. If there is no objection, the company will be awarded and declared the winner of the event.
After the publication of the result of the bid, the winning company will have a deadline of six months to perform the services, as determined by the Notice and item 8 of the Basic Project, which divides the project into seven stages. The term is effective from the date of signature of the contract between the parties.
The Amazonas lottery implementation service is under the responsibility of the State Secretariat for Economic Development, Science, Technology and Innovation (SEDECTI). But the project has not yet presented the modalities it will operate. The Secretariat also reiterates that the exploitation of the state lottery by Amazonas will bring positive effects for the State, mainly economic development and promotion of public policies, since the amount collected must be reverted to the benefit of certain social areas, such as Health and Safety.
To justify the proposal, SEDECTI stated that "the current moment of the Brazilian economy is challenging given the scarcity of public resources, according to the assessment of technicians from the Central Bank of Brazil, in addition to being a notorious fact", and points out that the international economic crisis still impacts directly to Brazil, negatively reflecting on the public accounts of the Municipalities, States and Union, generating the need to seek a financial balance.
In this situation, the State must adopt legal measures that can help generate additional resources to make up for the aforementioned shortage.
