New Lottery of Mato Grosso do Sul is approved by state deputies

The Legislative Assembly of Mato Grosso do Sul (Alems) approved this Wednesday (25) the Bill 211/2020, which provides for the new Lottery of Mato Grosso do Sul (Lotesul). The text of the project received 19 votes in favor and none against. Earlier this Wednesday morning, the Bill also went through the Constitution, Justice and Writing Commission (CCJR). If sanctioned, Lotesul will be recreated after 15 years.

In July, before the legislative recess, Lotesul had already been presented at the Casa de Leis, when it received two parliamentary amendments. The project amends State Law 4,640, of December 24, 2014.

If sanctioned, Lotesul will be recreated after 15 years. In the past, the lottery was responsible for controlling the betting and game modalities available in the state.

This time, the execution – or delegation to third parties – will be under the responsibility of the State Finance Department (Sefaz).

According to the Bill, the operation of the lottery service will be limited to the territory of Mato Grosso do Sul and will not be able to offer lottery modalities other than those available in federal legislation.

The taking of bets may occur, according to the law, by physical or virtual means.

Although limited to Mato Grosso do Sul, the virtual modality opens up the possibility of marketing bets in other units of the Federation, as the bill only proposes that the seller of bets be over 18 years of age and reside in the state.

Governor Reinaldo Azambuja's justification in presenting the project is that the funds raised from the bets will be used in social security. In addition to financing housing, sports, education or social development programmes.
