The government of the state of Pernambuco published in the Official Gazette the companies authorized to carry out modeling studies for the implementation of lotteries and games at the state level. The ones that have been approved are:

(4) Consórcio Pelotto, having as leader the company Santa Casa Global Brasil Participações Ltda – CNPJ 41.024.511/0001- 20;
(5) Intralot do Brasil Comércio de Equipamentos e Programas de Computador Ltda – CNPJ 06.111.334/0001-19;
(6) NGT Brasil Tecnologia Ltda – CNPJ 29.775.977/0001-62;
(7) Paschoal Intermediação de Negócios Ltda – CNPJ 31.947.527/0001-51;
(8) Sistema Lotérico de Pernambuco Ltda – CNPJ 06.023.798/0001-73; e
(9) Social Solutions Tecnologia Ltda – CNPJ 29.889.746/0001-80.
According to the Public Call Notice 001/2021, they will have until September 14 to present the complete studies for the implementation of lottery modalities to be explored in the state. The notice provides that the maximum amount for reimbursement of amounts involved in the preparation of studies is R$ 455,651.02.
Still in the preliminary phase, the government of Pernambuco presented as a justification for implementing its state lottery that “recent studies estimate that the national lottery and games market currently moves around R$ 50 billion per year. On the other hand, it is admitted that the collection of lotteries in the country is still far from its potential. In Brazil, although games and lotteries have been practiced for at least two hundred years, there is a consistent growth in popularity, in line with what is happening worldwide.”
The modalities of lotteries provided for by Pernambuco, according to the Notice, are:
Number lottery - one in which drawable elements are sold, the prize of which is offered in kind and/or goods and the draw is made based on the results of official lottery draws or draws carried out by charitable or sporting civil associations, supervised by the Administration State public.
Instant Lottery - one with instant draws performed on individual drawable elements, by combining numbers or symbols to distribute the previously established prize.
Conventional state lottery - one with the sale of previously numbered drawable tickets, in physical (printed) or virtual (electronic) media, whose draw will be carried out on fixed dates, for distribution to winners of previously announced prizes.
Sports Prediction Lottery - Lottery in which the player tries to predict the outcome of sporting events.
Lottery with specific prediction - indication, by the player, of a set of predictions about whole numbers and of a football club, defined as ‘Team do Coração’, contained in the popularizing printed matter, called flyers.
Fixed odds betting - betting system relating to real sports-themed events, in which it is defined, at the time of placing the bet, how much the bettor can win if the forecast is correct.
